FAST ANSWER

To prevent WhatsApp from saving photos and videos, go to the appropriate contact and tap the name at the top of the screen. Scroll down until you see it Save to Camera Roll. Tap that and you’ll be presented with three options: Default (On), Always, and Never. Choose which one you want. Unfortunately, you have to do this process for every contact. There is not one blanket setting for everyone.

How to prevent WhatsApp from saving photos and videos

On Android or iOS, select the contact you want to change media downloads for and tap their name at the top of the screen.

Currently, Default is on, because everyone on my WhatsApp contact list is enabled for media downloading. But if a majority of those contacts were subsequently changed to Never, then Default will turn into Out.
